You can fly between the Hawaiian islands with some self-defense gear, but almost none of it goes in your carry-on. According to TSA, one 4 fl oz (118 ml) container of pepper spray is permitted in checked baggage if it has a safety mechanism against accidental discharge. TASERs and stun guns are allowed only in checked baggage, transported so they cannot discharge by accident. CO2 cartridges are not allowed in carry-on or checked bags unless they are empty and clearly visible as empty. The TSA officer and your airline have the final say, so check tsa.gov and your airline before every flight. For many neighbor island residents, having gear shipped to a Maui County or Kauai address is simpler, although TASER products are never shipped.

Pepper spray on an inter-island flight
Here is what TSA says about pepper spray, in plain terms:
- One 4 fl oz (118 ml) container is permitted in checked baggage, as long as it has a safety mechanism to prevent accidental discharge.
- Pepper spray is not allowed in carry-on bags.
- Self-defense sprays containing more than 2 percent by mass of tear gas (CS or CN) are prohibited in both carry-on and checked bags.
- TSA recommends checking with your airline, because some airlines do not allow it.
That last point matters more than people expect. TSA permitting something does not mean your airline does. Before a quick hop to Kahului or Līhuʻe, look up your airline's own policy rather than assuming.
Read your spray's label too. If you cannot tell whether it contains CS or CN tear gas, or how much, do not guess at the checkpoint. Leave it home.
TASERs and stun devices
TSA's rules for stun guns, TASERs and other electro-shock weapons are straightforward:
- Carry-on bags: not allowed.
- Checked bags: allowed, with special instructions. The device must be transported so it is inoperable and cannot discharge by accident.
- Some of these devices contain lithium batteries, and FAA battery rules apply.
This matters for neighbor island residents in a specific way. Hawaii requires every electric gun to be bought in person at a licensed dealer, and SafetyStoreHawaii never ships TASER products. So plan the flight home before you buy. Ask your airline how they want an electro-shock device packed and what their battery rules are, and check tsa.gov for the current guidance. You must be 21 or older to buy one, and no permit is required.
Byrna and PepperBall® launchers, and CO2
CO2-powered launchers are where travel gets trickier, because the gas is part of the device. Our Hawaii laws guide notes that Byrna and PepperBall launchers are not classified as firearms in Hawaii, but TSA's rules are a separate question.
The TSA facts that apply:
- CO2 cartridges are not allowed in carry-on or checked bags unless they are empty, and it must be clearly visible to the officer that they are empty.
- Compressed air guns, including paintball markers, may be carried in checked baggage without the compressed air cylinder attached.
TSA's list names paintball markers, not less-lethal launchers by brand. Whether an officer treats your specific launcher the same way is their call, so check tsa.gov and ask before you pack one. The safe assumption is no full CO2 cartridges in your bags.
Projectiles, pepper rounds and handheld Blast Sticks are not covered by the TSA points above. Check with TSA directly about those before you pack them, rather than assuming.

Shipping to Maui County or Kauai instead
If flying with gear sounds like more hassle than it is worth, shipping is often the easier path.
