Hawaii repealed its previous total ban on stun guns and Tasers effective January 1, 2022. Civilians 21+ may own electric guns. There is no buyer permit: the purchase is completed in person at a licensed dealer after a background check, a signed declaration and a safety briefing (HRS 134-82, 134-84). This is the statutory authority.
