ROH § 41-27

Honolulu Pepper Spray Ordinance

Licensed dealers only. Buyer must be 18+. Point-of-sale safety briefing + signed acknowledgment required, retained 5 years. Unlicensed sale: up to $2,000 fine or 1 year imprisonment per transaction.

HRS Act 134 (2022)

Hawaii Stun Gun & Taser Law

Hawaii's previous total ban on stun guns and Tasers was repealed effective January 1, 2022. Civilians 21 and older may legally own an electric gun. There is no buyer permit: the licence sits with the dealer, and the transfer happens in store after a background check and a safety briefing. SafetyStoreHawaii is Axon's first US Taser dealer.

Hawaii Use-of-Force Doctrine

Hawaii follows a 'duty to retreat' rule in public. Retreat if you safely can before using force. Inside your dwelling, no duty to retreat. Non-lethal tools let you create distance and de-escalate without crossing the lethal-force line.
